Lawmakers were unable to break the impasse despite days of negotiations between Republican and Democratic leaders. “We’re not going to pass a bill that divides federal workers into winners and losers,” one Democratic senator said following the vote.

Meanwhile, the White House confirmed new tensions with Moscow. President Donald Trump announced extra sanctions against Russia. He also canceled a planned meeting with Russian President Vladimir Putin. The president said he had “not seen enough effort from Moscow to advance peace talks,” signaling another setback in U.S.–Russia relations.
Trump Comments on Portland Protests
During a press briefing Thursday, President Trump described ongoing demonstrations in Portland, Oregon, as “like an insurrection.” This followed a court decision. The decision allowed the administration to deploy National Guard troops to the city.
“Portland is burning to the ground — that’s not peaceful protest,” Trump said during a Cabinet meeting. “That’s chaos, and we’re going to take care of it.”
Nonetheless, local authorities disputed those claims. Portland city officials said the protests were largely peaceful. They reported that the fire department had not been dispatched during the weekend demonstrations.
Images and reports from the scene showed thousands of protesters marching under the “No Kings” banner. They opposed the administration’s immigration policies. There was no evidence of widespread fires or destruction.
